Teen Tobacco Citation Class
Tuesday, May 31, 2011The Lake County Health Department provides an approved anti-tobacco program for any person under the age of eighteen cited for possession of tobacco. The Teen Tobacco Citation Class is a two hour citation class that is offered in both the North and South ends of Lake County. A Certificate of completion will be issued at the end of the class and a copy placed in the youth's court file by the Clerk of Court.

What are the Laws about Tobacco?
If you are under the age of 18, it is against the law to do the following:
- Possess tobacco (s.569.11)
- Sell or give away any tobacco product to minors under the age of 18 (s.569.101)
On October 1, 1997, Florida State Statue 569.11 was created in order to take a strong stance against tobacco use among minors. The Law makes it illegal for any person under the age of 18 to possess any tobacco product. Any person under the age of 18 cited for violating the law will be:
- Assessed court fines which must be paid within 30 days of the citation being written or complete 16 hours of community service
- Attend a mandatory school approved anti-tobacco program.
First Violation: court fines or 16 hours of community service and complete a school approved anti-tobacco program. The fine must be paid within 30 days of the citation being written.
Second Violation: within 12 weeks of the first violation, additional court fines.
Third Violation: within 12 weeks of the first violation, driver's license is withheld, suspended or revoked.

There are several CBOs within Lake County which work in conjunction with the local health department to provide resources and services to the community in the form of education, fundraising and testing with a focus on HIV/AIDS and other STDs.

Students Working Against Tobacco

S.W.A.T. is Florida's statewide youth organization working to mobilize, educate, and equip Florida's youth to revolt against and deglamorize Big Tobacco. We are a united movement of Florida empowered youth working toward a tobacco free future.
- S.W.A.T. is all about us, the youth, and how we feel about being used by an industry that kills over 400,000 Americans every year. We are tired of being lied to and targeted. S.W.A.T. is our way to take a stand against corporate deceit and a way to expose the cover up that has been going on for years.
- S.W.A.T. is not only a youth advocacy group but it also promotes leadership and community involvement while focusing primarily on policy change. S.W.A.T. uses these avenues among teens to promote change regarding policy, awareness and social norms regarding the use of any tobacco products.
- S.W.A.T. is an organization available to students between the ages of 11-17 or grades 6th - 12th.
- S.W.A.T.'s message is about Big Tobacco marketing practices and exposing the manipulation of the tobacco industry.
- S.W.A.T.'s message is not about health.
- S.W.A.T. does not talk down to or "preach" to anyone, including smokers. Smokers are allowed to join S.W.A.T. because they are victims of the tobacco industry's manipulative advertising. There is one enemy, Big Tobacco.

The Tobacco Free Partnership of Lake County is a collaboration of community partners dedicated to educate and serve the citizens of Lake County regarding tobacco use prevention, intervention, and cessation. The focus of the partnership is to mobilize the community to establish policies towards a tobacco-free Lake County.
The 2011-2012 Tobacco Control Policy Focus Areas are the following:
- Policy to Increase the Number of Compliance Checks by Enforcement Agencies
- Policy to Increase the Number of Employers that Offer Cessation Services to their employees
- Policy to Restrict the Sale of Candy Flavored Tobacco Products not covered by FDA
- Policy Prohibiting/Limiting Tobacco Industry Advertising-Retail Outlets
- Policy to Implement Comprehensive Tobacco Control Model Policies in K-12 Schools
- Policy to Create Tobacco-Free Multi-Unit Dwelling

SHARP

SHARP is a two session preconception educational curriculum focusing on sexual health and risk prevention.
Research shows that well-designed and implemented Sexually Transmitted Infections (STI) / HIV prevention programs can decrease sexual risk behaviors by:
- Increasing knowledge about unintended pregnancies and STI; including HIV/AIDS
- Increase knowledge about birth control, condoms, and abstinence
- Increase knowledge about signs, symptoms, and consequences of STI; including HIV/AIDS
- Modify attitudes about the effects of tobacco and alcohol and its relationship to sexual risk behaviors
- Coping with stress and baby
For these reasons, it is essential young people are given the skills to delay the onset or abstain from sexual intercourse

SHARP CURRICULUM
Knowledge
- Participants learn STI/HIV/AIDS related definitions and vocabulary
- Participants learn STI/HIV transmission and take risky behavior quiz
- During this segment, program facilitators introduce a listing of STI/HIV/AIDS resources (clinics, testing sites, hotlines, etc.) in the local geographic area
Self Efficacy and Benefits
- Participants play the “Risky behaviors” computer video game
- A facilitator guided discussion follows the game as participants consider how making alternate decisions along the way that would result in less risky outcomes
- Discuss condom use and choices that allows participants to walk through steps that lead to smart decisions
- Interactive activity with correct condom application
Attitudes and Norms
- View and discuss video “Your Move”
- Video consists of vignettes or scenarios with pauses after each to allow the facilitator to incorporate questions for group discussion
- Conclusion - It is important to prepare for and talk with a partner about condom use and sexual activity in advance rather than in the “heat of the moment”
Condom and Alcohol & Tobacco Use Intentions/ Future Orientation
- Participants set personal goals regarding sexual activity and alcohol and tobacco use. They play the “Wheel of Fortune” game which offers several scenarios that could affect ones future goals
- Each participant discusses how the result of the spin might affect their goals in the future. The overall goal of this segment is to increase the participants intentions to use condoms and reduce alcohol and tobacco use
- The discussion is oriented toward future, near, and long term decisions
Special Session
- Participants will learn it is normal for a baby to cry – Period of Purple Crying
- A crying demonstration will show how quickly a person can become frustrated when dealing with a crying baby
- They will learn why shaking is the most dangerous thing anyone can do to a baby. Participants will discuss various appropriate coping strategies

The Ryan White HIV/AIDS Program is a Federal program that provides HIV-related health services. The program works with cities, states, and local community-based organization to provide services to more than half a million people each year. The program is for those who do not have sufficient health care coverage or financial resources for coping with HIV disease. Ryan White fills gaps in care not covered by these other sources. The majority of Ryan White HIV/AIDS Program funds support primary medical care and essential support services. A smaller but equally critical portion is used to fund technical assistance, clinical training, and research on innovative models of care. Ryan White is administered by the U.S. Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB). Federal funds are awarded to agencies located around the country, which in turn deliver care to eligible individuals under funding categories called Parts, as outlined below. First authorized in 1990, the Ryan White HIV/AIDS Program is currently funded at $2.1 billion.
ADAP (AIDS Drug Assistance Program)
The purpose of the AIDS Drug Assistance Program is to ensure that underserved and uninsured individuals living with HIV/AIDS have access to life-saving medications.

- Eligibility for HIV/AIDS Patient Care services according to 64D-4, F.A.C and the HIV/AIDS Patient Care Programs Determining Eligibility Staff

- Have at least one valid prescription for a medication on the
- ADAP Formulary (breakdown by brand name)
- ADAP Formulary (breakdown by dosage)
- Current (less or up to 6 months) Viral Load and CD4 test results

Miracle of Love began in 1991 for the distinct purpose of providing accessible HIV/AIDS prevention programming and support assistance to service the multicultural needs of communities in Central Florida. Namely Orange, Seminole, Lake, and Osceola counties. Miracle of Love Inc. is a 501(c)3 non-profit organization corporation. This community-based minority HIV/AIDS organization is the oldest in Central Florida. Miracle of Love continues to be, with over 15 valuable and outstanding years of service a repository for education, support and care, community advocacy, and referral services. Services include case management, mental counciling, and nutritional counseling.

HOPWA (Housing Opportunity for People with AIDS)
The HOPWA program was established by the Department of Housing and Urban Development (HUD) to address the specific needs of low income persons living with HIV/AIDS and their families. HOPWA is a "needs-based" program, therefore clients must provide verifiable documents of their inability to make their monthly housing payments.
The City of Orlando is the grantee for the Orlando Eligible Metropolitan Statistical Area (EMSA) which includes Lake, Orange, Osceola and Seminole counties. The City contracts with various agencies throughout the EMSA to provide HOPWA services to eligible persons living with HIV/AIDS and their families.
If you or a member of your family is having difficulty maintaining housing due to HIV/AIDS, HOPWA may be able to help.
